Affiliate based Portal Approvals

When a customer orders from the portal, put it in a pending state so a manger can decide if it should be done or not. If affiliate linked, this will prevent the email going to the affilate. If more than one affiliate, manager can decide who the afiliate shoud be. end users in the portal can be set to require approval or not
